On 5 December „Chronicles of Turkmenistan“, the website of Turkmen Initiative for Human Rights (TIHR), was attacked and put offline. This is already the third time this year that such an attack took place. TIHR believes that such an action is a clear statement of the Turkmen secret services and the Turkmen authorities that they do not tolerate freedom of expression and freedom of information, although these rights are anchored in the Turkmen constitution. The website „Chronicles of Turkmenistan“ is the only Turkmen source that publishes independent information about developments in Turkmenistan. The two other attacks in 2012 took place ahead of the presidential election in February as well as ahead of the Independence Day celebrations in October. In both cases the work of the website was quickly restored. The first ever attack to the website was made in September 2010 following an interview of TIHR’s chairman Farid Tuhbatullin to the Kazakh TV Channel K+. In the interview Mr Tuhbatullin criticized the Turkmen President Gurbanguly Berdymuhammedov. The second attack was launched on 18 July 2011 after TIHR started publishing information about an explosion at the largest military armoury in Abadan which damaged homes and other buildings near the armoury and resulted in a mass evacuation of city’s residents. The Turkmen authorities tried to prevent leak of information about the explosion, but finally admitted that the explosions took place. However, they claimed that only 15 persons (two servicemen and 13 civilians) died although the TIHR published at its website that 1382 people died in the blasts. TIHR will restore work of its website and will proceed with its work.
